3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績：1）投標(biāo)人必須是從事相關(guān)設(shè)備生產(chǎn)的制造商，或其針對(duì)本項(xiàng)目的唯一授權(quán)代理經(jīng)銷商。 2）投標(biāo)人名稱應(yīng)與招標(biāo)代理機(jī)構(gòu)的購標(biāo)登記表上的名稱一致。如不一致，投標(biāo)文件中應(yīng)附有投標(biāo)權(quán)轉(zhuǎn)讓函，否則其投標(biāo)文件將予以拒絕接受。 3）本項(xiàng)目不允許聯(lián)合體投標(biāo)。 4）投標(biāo)人所投系統(tǒng)必須具有5年及以上的銷售史，有10個(gè)及以上空管用戶使用過所投系統(tǒng)，提供的系統(tǒng)具有記錄空管Telephonics AEROTRAC自動(dòng)化系統(tǒng)網(wǎng)絡(luò)數(shù)據(jù)及同步回放綜合數(shù)據(jù)（語音、綜合航跡數(shù)據(jù)、管制員操作）的成功案例，投標(biāo)人須以上要求提供案例的合同復(fù)印件及用戶使用證明復(fù)印件等證明文件。 5）所投產(chǎn)品必須取得有效的中國民用航空局頒發(fā)的有效的民用航空空中交通通信導(dǎo)航監(jiān)視設(shè)備使用許可證或臨時(shí)使用許可證,并提供相應(yīng)的復(fù)印件。

Qualifications or Performance：1)Bidder must be the manufacturer or its authorized representative for equipment. 2)Bidder’s name must be matched the name on "Biding document purchased registration form" by bidding agency, otherwise the tender documents will be rejected. 3)The project does not allow the consortium bid. 4)Bidder cast system must have more than five years of sales history and with 10 or more users to use the ATC had cast system, the system provides a recording of air traffic control automation system Telephonics AEROTRAC synchronous playback of network data and integrated data (voice, comprehensive track data, the controller operation) success stories, the bidder shall provide case of the above requirements and user copy of the contract and other documents using a copy of proof. 5)The products must have the “Civil aviation air traffic communication, navigation and surveillance equipment use permit” or “Civil aviation air traffic communication, navigation and surveillance equipment for temporary use permit” ( The bidder must provide the copy of the permit)
